TENDER NOTICE
1. Sealed
tenders are invited on item rate based against Market Rate System 1st
quarter, 2015 from the approved contractors of Irrigation Department who have
got their names I firm enlisted I renewed in the appropriate category for the
current financial year 2015· 16.
2. Bidding
documents can be purchased from the office of the Executive Engineer,
Sheikhupura Division UCC, Sheikhupura as well as Additional secretary (Tech)
Irrigation Secretariat Old Anarkali Lahore during office hour at the
non-refundable cost as per Rule up to 05.12.2015. No bidding documents will be
sold on the date of receipt of tenders. No bidding documents except those
purchased from the above mentioned office will be entertained or accepted.
3. The tenders
on Form 1.8 389 will be received by the Tender Opening Committee on 07.12.2015
at 1200 hours in the office of Additional secretary (Tech) Irrigation
Secretariat Old Anarkali Lahore • The tenders will be opened by the Tender
Opening Committee on the same date at 1230 Hours in the presence of the
Contractors or their authorized representatives who care to remain present at
the occasion.
4. The
Contractors / Firms who desire to obtain bidding documents shall have to
produce the original documents to the Executive Engineer, Sheikhupura Division
UCC, Sheikhupura regarding Enlistmel]t I Renewal of their names with Irrigation
Department and Pakistan Engineering Council for the current relevant financial
year , Government Receipts for payment of professional tax, enlistment I
renewal fees, CNIC, original authority letter in case of representative etc,
&. any other documents to his entire satisfaction with copy of all
documents duly attested by Gazetted Offitl!r. The Executive Engineer,
Sheikhupora O!vision UCC, Sheikhupura shall issue the bidding documents after
verification of all documents
5. All the
bidders should satisfy themselves about stte location, prevailing conditions at
site and its accessibility because successful bidders will have to mobilize to
site of work within 7 days after issuance of acceptance letter from office of
the Executive Engineer, Sheikhupora Division UCC, Sheikhupura.
6. The bidding
documents must be delivered by intending bidders in person or through their
authorized agents to the Tender Opening Committee in sealed envelope. Any
bidding documents received by post shall not be entertained.
7. The
conditional, incomplete, and overwritten tenders submitted by the bidders will
be liable to be rejected. The Tender Opening Committee reserves the right to
accept/reject any or all tenders without assigning any reason.
8. Earnest
Money @ 2% of the bid cost as specified work in shape of Deposit-at-call drawn
in favor of the Executive Engineer, Sheikhupura Division UCC, Sheikhupura, from
a scheduled bank must accompany the bidding documents, failing which bidding
documents will not be entertained.
9. The successful
bidders shall have to execute the agreement with the Executive Engineer,
Sheikhupura Division UCC, Sheikhupura, within seven days of issue of acceptance
letter and to deposit performance
security to the tune of 05% of bid amount from any scheduled bank or in
cash with the office of the Executive Engineer, Sheikhupura Division UCC,
Sheikhupura. He will have to furnish list of his Site Engineers/ Technical
Staff/ Machinery to be deployed by him on the project before start of work at
site.
10. In case the
tender amount is less than 5% of the approved estimated amounts the lowest
bidder will have to deposit Additional Performance Security as per notification
vide FO No. RO (Tech) FD/1·2/83 VI (P) dated: 6TH April 2006 prescribed
therein.
11. The work will
be executed according to the specification and Designs/ Drawings approved by
the competent authority.
12. The
successful bidders will have to submit construction schedule within specific
mobilization period for approval and will adhere to the approved construction
schedule thereof. In case of failure, the contractor will be responsible to pay
for the loss, benefits, damages ii occupied during execution and additional
cost for the said work.
13. The
contractor will establish all type of material testing equipment for all type
or relevant tests etc. In case or failure, the contractor will be responsible
to bear the cost of testing material from the reputed sources / laboratories.
14. In case of
any dispute, the case will be referred to the Superintending Engineer, Upper
Chenab Canal Circle, Lahore whose decision will be final and binding on both
the parties.
15. The payment
will be made according to the actual work done subject to the clearance by the
Consultants, Departmental Committee or any other agency and subject to
availability of funds.
16. The
contractor will have no right to claim any interest on account of delay in
making payment for the work done because of none receipt of funds well in time.
